Box Hill was rezoned in 2013 under the North West Priority Growth Area and is planned to hold around 13,276 dwellings and roughly 42,480 residents at completion, on land bounded by Boundary Road, Annangrove Road, Old Pitt Town Road and Windsor Road. Fourteen or more estates are selling into that plan at once, which means trades follow each other closely. What we record is rarely poor workmanship so much as work closed in before it was finished: a bolt group short, a strap never tensioned, a membrane with pinholes in it.
